CEO’s Message

Welcome to the Shippers Council of Eastern Africa!

The Shippers Council of Eastern Africa (SCEA) is a Private Sector membership based organization representing the interests of importers, exporters, and other stakeholders in the logistics and shipping industries across Eastern Africa.

Established in 2006, SCEA’s mandate is to advocate for policies that enhance trade facilitation, with a view to reducing the unnecessary trade logistics costs, as well as improving supply chain efficiency in the region. We play a key role in  addressing logistical bottlenecks, promoting infrastructure development, and fostering regional integration.  Our other activities – include capacity building through training and sharing of knowledge and facilitating networking among industry stakeholders. Our membership is drawn from  various  stakeholders including manufacturers, importers, exporters, logistics service providers, trade facilitation agencies, financial institutions, and consulting firms.

Our goal is to advocate for regulatory and policy changes that transform Eastern Africa into a region with high logistics efficiency and competitive service pricing.

Some of our notable milestones include:

  • Advocacy for implementation of the Kenya’s National Electronic Single Window System which facilitates the online approval of permits, streamlining processes and reducing time.
  • Effectively challenged proposed port levies by the County Government of Mombasa.
  • Training on Waiver Application Processes, and provision of training that led to substantial savings on storage charges for many members.
  • Challenged the introduction of vessel delay surcharges and increases in destination surcharges.
  • Advocated for and achieved a reduction in the need for physical verification of goods.
  • Played a key role in the implementation of destination inspection by KEBs, Pre Arrival Processing (PAP), and Authorized Economic Operator (AEO) programs by KRA.
  • Successfully lobbied KRA to stop issuing demand note letters for certificates of export dating many years back.
  • Continuously working to address and resolve delays occasioned by railage, port operations, customs and issues around permits and levies payments.
